Meeting of Abbots Morton Parish Council at 8:00PM on Thursday 23rd January 2020 at Abbots Morton Village Hall

In attendance: David Hunter-Miller (Clerk), David Wilkinson (District Councillor), Anthony Hopkins (County Councillor), member of the public

1. Apologies for absence
Audrey Steel (District Councillor) had sent apologies.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Co-option
One application had been received from Alan Shepherd and it was resolved to co-opt him onto the Parish Council and he joined the meeting from 8:06PM.

5. Open Session
The meeting was adjourned for the open session.

5.1. District Councillors
David Wilkinson provided a report as follows:

• Jack Hegarty was retiring as Chief Executive of Wychavon and Malvern Hills District Councils.
• There were changes to broadband regulations that aim to increase provision of fibre broadband to properties that do not currently receive 10Mbps speeds.

Councillors queried the planning regulations surrounding barn conversions and clarification was provided.

5.2. County Councillor
Anthony Hopkins provided a report as follows:

• Repeated flooding near to The Wheelbarrow Castle had been reported and investigations were ongoing.
• The roundabout markings at Twyford were being reviewed to see if the efficiency of the island could be increased.
• Due to the recent high rainfall a number of property flooding issues had been reported across the county.

Councillors requested that a review of broadband provision for properties at Gooms Hill be undertaken as they had not benefitted from the new fibre cabinet installation at Abbots Morton. It was understood that the broadband speed at Gooms Hill was only around 12Mbps currently.

5.3. Police
The following report was noted:

• 02/12/19 – Evesham Road, Church Lench: Theft. On the stated date between 1100hrs – 1105hrs victim has left a Stihl chainsaw unattended whilst going to get fuel. During this short period of time person(s) unknown have taken the chainsaw and left the area.
• 05/12/19 – Atch Lench Road, Church Lench: Theft. Between 1600hrs on 5th and 1600hrs on 6th person(s) unknown have entered a garden and approached a shed. The padlock to the shed has been broken off and 2 x Stihl chainsaw have been taken.
• 10/01/20 – The Green, Rous Lench: Theft of motor vehicle. Between 2000hrs on 9th and 0900hrs on 10th person(s) unknown have approached a secure van parked on the victims driveway and stolen the vehicle without the keys.

5.4. Village Hall Committee
The following report was noted:

AGM: The village hall committee’s Annual General Meeting will be held on 12th March 2020 at 7pm in the village hall. All members of the public are invited and are very welcome to attend. This is an ideal opportunity for anyone in the Abbots Morton Community to join the committee and be part of the ongoing development of our much-admired community space.

Brunch for Breast Cancer: This is quite a long way off but our autumn brunch this year will be in September supporting Breast Cancer research… More details nearer the time. This follows on from the successful Tea for Tinnitus brunches held in the past two years which raised money for the British Tinnitus Association.

EasyFundraising: We have another new EasyFundraiser… bringing the number to 23. Together they’ve now raised £651.84 by shopping online through EasyFundraising. If anyone wants to be become our 24th supporter just go to: easyfundraising.org.uk and follow the prompts to register Abbots Morton Village Hall as the cause you wish to support.

New Yoga Class: Yoga classes are proving so successful that another Hay Yoga class is starting on Thursday mornings. It’s in addition to the Hay Yoga on a Tuesday morning and the Hatha Yoga on Tuesday evening. For details contact Bev on 07714 208187 or visit: hayyogaclasses.co.uk

Wedding Reception. A wedding reception has been booked for September and we’ve been receiving a number of enquiries for wedding receptions and birthday parties. One birthday party booking has been taken for the 23rd February.

5.5. Public participation
No questions were received.

The meeting resumed following the open session.

6. To consider and adopt the minutes from the Parish Council meeting on the 30th October 2019
It was resolved to adopt the minutes as a true record and these were signed by the Chair.

7. Progress reports

7.1. Defibrillator maintenance
It was noted that parts had been received to replace the defibrillators pads and recharge the battery and these would be fitted shortly.

7.2. Councillor vacancies
It was noted that there were still two vacancies on the Parish Council and applications from parishioners to fill the vacancies were welcomed.

7.3. Neighbourhood Watch
An update was received. It was noted that the previous contact for the Neighbourhood Watch Scheme had stepped down. Abbots Morton currently only had around 20 subscribers and there were still a number of issues with the Neighbourhood Watch website that were causing difficulties for users. It was noted that a new website was currently under development and this would be linked to a mobile app and would replace existing systems. It was resolved that when the new systems were in place a letter drop could be arranged for parishioners in order to revive the scheme.

8. Correspondence

8.1. Wychavon District Council: To consider nominations for the Community Recognition Awards 2020.
No nominations were put forward at this time.

8.2. Worcestershire County Council: To note invite to the 2020/21 budget briefing at County Hall on the 29thJanuary 2020 at 6.30pm.
The above invite was noted.

8.3. Wychavon District Council: To note the availability of funding under the Community Grants Scheme.
The above funding source was noted.

9. Planning

9.1. 19/02257/LB: Manor Farm, Abbots Morton Road, Abbots Morton, WR7 4NA. Description of Proposal: Internal and external alterations including re-roofing; replacement windows; re-pointing; new openings and removal of existing stud partition wall.
It was resolved that the Parish Council would write in support of the proposals.

10. Parish matters for discussion/decision

10.1. Register of Interests
Councillors were reminded of the need to update their register of interests following the 2020 elections.

10.2. Lenches Directory
It was resolved to support the Lenches directory by funding a joint advert with South Lenches and Rous Lench Parish Councils. The following items would be included in the advert:
• Parish Council vacancies (2)
• Website
• Parish Council contact details

10.3. Highway Maintenance
Carriageway maintenance issues had been reported at The Low. Anthony Hopkins agreed to discuss the matter with the County Council’s Highways Team and the Clerk would report the issues through the County Council’s website.

10.4. Public Rights of Way
A resident had reported maintenance issues with the bridleway AM-512 from Morton Spiert through to Knighton. Worcestershire County Council were contacted and had put the bridleway on a schedule for vegetation clearance work.

A resident had reported an issue with a missing stile on footpath AM-525 in Abbots Morton; the landowner would be contacted about this.

Councillors reported that a footpath sign had fallen down near to Tudor Cottage; this would be reported to Worcestershire County Council for attention.

Councillors reported that the pedestrian bridge across footpath AM-534 had collapsed; this would be reported to Worcestershire County Council for attention.

10.5. Abbots Morton Village Hall Committee
It was resolved that Martin Willingale would sit on the Abbots Morton Village Hall Committee as the Parish Council representative.

10.6. Disciplinary procedure
It was resolved to adopt an updated policy.

10.7. Grievance procedure
It was resolved to adopt an updated policy.

10.8. Code of Conduct
It was resolved to adopt an updated policy.

11. Finance

11.1. Budget expenditure
It was resolved to approve the budget expenditure.

11.2. Bank reconciliation
It was resolved to approve the bank reconciliation.

11.3. Internal Auditor
It was resolved to appoint Iain Selkirk to audit the 2019/20 accounts.

11.4. Invoices

11.4.1. David Hunter-Miller (salary and expenses): £419.86
11.4.2. HMRC (PAYE): £91.20
11.4.3. Luke Farnsworth (Lengthsman): £200.00
It was resolved to settle the above invoices and cheques were duly signed.

12. Councillors’ reports and items for the next agenda
It was noted that a domestic incinerator business in the parish was proving very successful.

It was resolved to add the following items to the next agenda:
• Annual Parish Meeting and Annual Council meeting
• Carriageway maintenance issues at The Low
• Public Rights of Way maintenance (update)
