Online meeting of Abbots Morton Parish Council at 8:00PM on Thursday 23rd July 2020 via ‘Zoom’

1. Apologies for absence
Apologies were received from Karen Brighton.
Anthony Hopkins (County Councillor) had also sent apologies.

The meeting was adjourned for the open session.
4.1. District Councillors
Audrey Steel provided a report on the activities of Wychavon District Council as follows:
• Planning Application 20/00799/FUL (Morton Wood Farm) had been approved. It was noted that the audio system would not be automatic and would only be used at the discretion of an operator.
• Jack Hegarty had retired as Chief Executive of Wychavon District Council and Malvern Hills District Council; Vic Allison had been appointed as replacement.
• Councillor Robert Raphael had been elected as Chairman of Wychavon District Council for the ensuing year.

4.4. Village Hall Committee
The following report had been received:
The Village Hall is working towards having its first hiring on Wednesday 29th July, small classes of young children doing ballet.
Various measures have been put into place to guard against transmission of Covid 19 including the preparation of a Covid Risk Assessment and Covid Hire Agreement.
Further updates will be available on the Village Hall page of the Parish Council’s website shortly.

The meeting resumed following the open session.
5. To consider and adopt the minutes from the Parish Council meeting on the 25th June 2020
It was resolved to adopt the minutes as a true record and these were duly signed by the Chair.
6. Progress reports
6.1. Councillor vacancies
It was noted that there were still two vacancies on the Parish Council and enquiries from parishioners were welcomed.
7.1. Worcestershire CALC: Advice on resuming face-to-face Parish Council meetings.
It was noted that the National Association of Local Councils had advised Parish Councils to continue to meet remotely where possible to limit the spread of Coronavirus.
It was resolved to continue to review this at future Parish Council meetings.
8.1. 20/01270/HP: Mulberry House, Abbots Morton Road, Abbots Morton, Worcester, WR7 4NA. Replacement front porch, replace asbestos garage roof with pitched tiled roof, rear orangery, conversion of utility/store.
It was resolved to write in support of the proposals.
9. Parish matters for discussion/decision
9.1. Public Rights of Way: To consider maintenance and obstruction issues.
It was noted that the collapsed footbridge on footpath AM-534 had been repaired.
10.1. Budget expenditure
It was resolved to approve the budget expenditure.
10.2. Bank reconciliation
It was resolved to approve the bank reconciliation.
10.3.1. David Hunter-Miller (salary and expenses): £417.93
10.3.2. HMRC (PAYE): £96.60
10.3.3. Luke Farnsworth (Lengthsman): £215.00
10.3.4. Luke Farnsworth (re-issue of cheque 499): £200.00
It was resolved to settle the above invoices and cheques were duly signed.

There were no matters to report.
