Meeting of Abbots Morton Parish Council on Thursday 23rd November 2017 at 8PM in Abbots Morton Village Hall


Present: Nick Humphries (Chairman), Will Hill, Clive Holt
In attendance: David Hunter-Miller (Clerk), Audrey Steel (District Councillor), Anthony Hopkins (County Councillor), members of the public

1. Apologies for absence
Apologies were received from Richard Whitlow.

2. Declarations of interest
Clive Holt declared a disclosable pecuniary interest in item 8.1.

3. Dispensations
Nil received.

4. To consider and adopt the minutes from the Parish Council meeting on the 17th October 2017.
The minutes were agreed as a true record and were signed by the Chairman.

5. Progress reports:

1. Website
A short update was given on the new website. Additional content was being added for the Village Hall and St Peter’s Church.

2. Bridleway AM-513
It was noted that the footway had been partially cleared of overgrown vegetation, but further work was still required. The Clerk would continue to liaise with Worcestershire County Council.

3. Parish Paths Warden
It was noted that the new Paths Warden was due to undertake training with Worcestershire County Council January 2018.

6. Open Session:

The meeting was adjourned for the public open session.

1. To receive reports from County Councillor, District Councillors and Police
Audrey Steel confirmed that Wychavon District Council is setting up a housing company to build affordable housing in the district.
Anthony Hopkins provided an update on item 7 (nuisance dogs) and it was noted that enquiries had been made with Worcestershire County Council’s Countryside Team and the Police.

2. Public participation
A member of the public made a statement in respect of accusations made by another member of the public during the open session of the Parish Council meeting 28/07/16. This statement elicited responses from other members of the public present. All comments were noted but it was confirmed that the issues did not fall within the purview of the Parish Council.

The meeting recommenced following the public open session.

7. Footpath AM-509
An update was given on actions taken with regard to nuisance dogs. The Clerk would pursue further enquiries with Pip Singleton, Worcester Regulatory Services, and Tracey-Louise Tooze, Rural Policing Officer.

8. Planning:

1. 17/01960/HP – Oaken, Gooms Hill, Abbots Morton, WR7 4LT. New double garage.
Clive Holt declared an interest in this item, this left the council inquorate and so the matter was not discussed.

2. 17/02195/HP – Bank Cottage, Abbots Morton Road, Abbots Morton, WR7 4NA. Conservatory to rear elevation.
The council were in support of the proposals.

9. Village Hall
An update was provided on the activities of the Village Hall Committee.
Plans are in progress for Wi-Fi installation. A Pilates class is now well established on Monday evenings. A brand new Yoga class will be starting in January on Tuesday evenings.
There would be a celebration on Sunday 11th February to commemorate the 20th anniversary of the building of the village hall. The event is free and invitations will be sent out to everyone in the parish and the wider Abbots Morton community.

10. Smart Water
The distribution of remaining ‘Smartwater’ kits was agreed and these would be circulated alongside an update from the Parish Council.

11. Finance

1. Clerk’s salary and expenses – £373.93
2. HMRC PAYE – £81.60
3. Graham Hobbs – £16.00
The above payments were agreed and cheques duly signed.

4. To consider closing the Parish Council’s deposit account.
It was agreed to close the Parish Council’s second bank account and the necessary forms would be prepared for the next meeting.

5. To consider and approve the bank reconciliation.
The bank reconciliation was approved and signed by the Chairman.

6. To consider the Parish Council’s budget and precept requirements for 2018/19.
The Parish Councils budget was considered and it was agreed to reduce the precept requirement to £4470.

12. Councillors’ reports and items for the next agenda
The following items were agreed for the next agenda:
• Contribution to village hall celebrations

13. Date of the next meeting
The next scheduled meeting of the Parish Council is at 8PM on Thursday 25th January 2018.
