The meeting was adjourned for the open session.

4.3. Village Hall Committee
The latest newsletter is available on the Parish Council’s website.

4.4. Public participation
No members of the public present.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 22nd July 2021
It was resolved to adopt the minutes as a true record and they were duly signed by the Chair.

6. Progress reports

6.1. Councillor vacancies
It was noted that there were two vacancies on the Parish Council and applications from parishioners were welcomed.

6.2. Christmas tree, village green
It was noted that the Parish Council had offered funding to support the installation of a Christmas tree and lights on the village green.

7. Correspondence

7.1. Worcestershire CALC: Latest training schedule.
The above training schedule was noted.

7.2. Worcestershire CALC: Speeding survey.
The above survey was completed and returned.

7.3. Wychavon District Council: Consultation on Revised Statement of Principles under the Gambling Act 2005.
The above consultation was noted.

7.4. Wychavon District Council: Local List Supplementary Planning Document Consultation.
The above consultation was noted.

7.5. Wychavon District Council: Invite to ‘Vibrant Villages’ event, 6PM on 21st October 2021 via ‘Zoom’.
The above invite was noted.

7.6. Worcestershire County Council: Worcestershire Minerals Local Plan: Main Modifications Consultation.
The above consultation was noted.

7.7. Police: Consultation on draft Safer West Mercia Plan.
The above consultation was noted.

7.8. Lord-Lieutenant of Worcestershire: The Queen’s Green Canopy tree planting initiative.
The above initiative was noted.

8. Public Rights of Way

8.1. Footpaths Officer: To note the resignation of the Abbots Morton Footpaths Officer and to review arrangements for advertising the vacancy.
The Parish Council extend their sincere thanks to Noel Fowler for his hard work as Abbots Morton Footpaths Officer. His contributions to the rights of way network will be missed.

It was noted that Worcestershire County Council would be sending over documents to allow the vacancy to be advertised locally.

8.2. Maintenance and obstruction issues: To consider and review.
It was noted that enquiries had been made with the landowner regarding high stiles on footpaths 500B and 525C; no further action was considered necessary at this time.

It was noted that most of the reported obstruction and path clearance issues had now been resolved successfully.

9. Planning

9.1. Static caravans: To clarify the planning regulations surrounding the use of static caravans.
Wychavon District Council had confirmed that whilst building works are being carried out a static caravan is permitted to remain on site (unless this permission is withdrawn through conditions or by an authority).

10. Parish matters for discussion/decision

10.1. Traveller encampment: To note the encampment on the highway verge on Abbots Morton Road (near the junction with the Alcester Road).
It was noted that the site had now been vacated.

11. Finance

11.1. Budget expenditure
It was resolved to approve the budget expenditure.

11.2. Bank reconciliation
It was resolved to approve the bank reconciliation.

11.3. Invoices

11.3.1. David Hunter-Miller (salary and expenses): £441.37
11.3.2. HMRC (PAYE): £99.40
11.3.3. Luke Farnsworth (Lengthsman): £270.00
It was resolved to settle the above invoices and cheques were duly signed.

12. Councillors’ reports and items for the next agenda
It was resolved to add the following items to the next agenda:
• Village/hamlet entrance signing
• Parish letter drop/newsletter

13. Date of the next meeting
The next scheduled meeting is at 8:00PM on Thursday 25th November 2021.

A resolution was passed to exclude members of the public due to the confidential nature of the following items.

14. Clerk’s contract: To review the Clerk’s working from home allowance in accordance with the latest HMRC guidance.
It was resolved to approve an increase in the Clerk’s working from home allowance from £10.00 to £13.00 per month with immediate effect.
