Meeting of Abbots Morton Parish Council at 8:00PM on Thursday 26th September 2019 at Abbots Morton Village Hall

The meeting was adjourned for the open session.
4.1. District Councillors
No update was available.
4.2. County Councillor
Anthony Hopkins provided a report as follows:
• It was believed that the Worcestershire Minerals Local Plan (item 7.1) would not directly affect the parish but might impact nearby parishes.
• The County Council was reviewing the possible impact that Brexit might have on services.
• Anthony Hopkins had toured the parish with officers from the County Council Highways Department.
The Police had confirmed that there had been no reported incidents since the last meeting.
4.4. Village Hall Committee
The following report was noted:
Tea for Tinnitus
A very successful drop-in brunch was held last Saturday (21st Sept). It raised £207, half of which, £104, has been sent to the British Tinnitus Association. The other half, £103 has gone to the village hall funds. It was encouraging to see relative newcomers to the community enjoying time with everyone.
Our plans for installing Wi-Fi have been delayed a little while we track down the old telephone number for the building. BT didn’t even have the building on their records. Wychavon Council have urged BT to update their database and sort the matter. The Parish Council have donated £200 towards the cost of installation and running costs whenever it is up and running, hopefully not too far into the future.
Quiz Night: is being held on Friday evening 8th November. £5 per person and looking for teams of six. Please contact Sarah Dykes on 07411 633148
Christmas Fayre: Saturday 16th November. Open to the public from 11am to 3pm. Opportunity to buy excellent Christmas presents.We have 11 tables of merchandise booked in so far.
St Peter’s Church Harvest Supper: A week tomorrow (Friday 4th Oct) at 7.30pm. Two course meal for £14 (£5 for children aged 11 and under). Features The Great Harvest Raffle. Still a few places left. Please call Lynne Pemberton on 01386 792549. All proceeds to the parish church.
The Cotswolds Caterers were planning to hold three trials of a Sunday Roast dinner, turning the hall into a restaurant for people in the Abbots Morton community on one Sunday a month for a trial period of three months. But there wasn’t a sufficient take-up (8 people) and they decided to cancel it. We know some were concerned that, to make it consistently viable, the organisers might have to advertise the Sunday dinners more widely and that could consequently bring some parking difficulties. The VH committee takes the comments on board and is always mindful of people parking respectfully in and around the hall.
New Efficient Heating System.
Looking to replace our ageing and inefficient space heating and hot water heating systems, the village hall committee plans to make site visits to other village halls in Worcestershire which have energy efficient systems.
Village Hall Committee Members needed:
Committee member, Antony Bunce, has stepped down from the committee because of other pressures on his time. The 5-strong committee now comprises Mel Clarke (Chair), Lynne Pemberton (Secretary), Sarah Dykes (Treasurer), Colin Pemberton (Bookings Officer and PRO), and Lynda Payne (Parochial Church Council representative).
There are spaces for two Parish Council representatives and for two other ordinary committee members. If anyone would like to join the committee and help to continue the success of the hall, please contact the Secretary, Lynne on 01386 792549 or email@example.com

5. To consider and adopt the minutes from the Parish Council meeting on the 31st July 2019
It was resolved to adopt the minutes as a true record and these were signed by the Chair.
6. Progress reports
All updates addressed under specific agenda items.
7.1. Worcestershire County Council: Worcestershire Minerals Local Plan, publication version consultation
It was resolved to comment that any vehicles servicing the proposed sites should not utilise the C2010 and to request that a suitable clause be included in the relevant planning permission.
7.2. Worcestershire County Council: To note invite to the Autumn Parish Conference, 5-6PM Thursday 17th October 2019 at County Hall, Worcester
The above invite was noted.
7.3. Worcestershire County Council: To note invite to a Community Broadband Engagement Event, 4-6PM Thursday 26th September 2019 at County Hall, Worcester
The above invite was noted.
7.4. Wychavon District Council: To note invite to the South Worcestershire Development Plan Review briefing for Parish and Town Councils, Wednesday 6th November 2019 at the Guildhall, Worcester
The above invite was noted.
7.5. Resident: Reported obstruction issues on footpath 548C (Morton Wood Lane entrance)
It was resolved to contact the landowner to see if the issue could be resolved.
7.6. Resident: Concerns relating to the condition of the village green
It was resolved to contact BT to ask them to maintain the telephone box in keeping with its status as a listed structure. If this was not possible enquires would be made to see if funding was available to allow the Parish Council to maintain the asset.
It was resolved to ask the Lengthsman to weed-spray around the telephone box base and to strim/clear the vegetation at the back of the village green.
8.1. 19/01936/HP: Orchard House, Gooms Hill, Abbots Morton, WR7 4LT. Two storey residential side extension
It was resolved write in support of the application.
9. Parish matters for discussion/decision
9.1. Financial Regulations
It was resolved to adopt an updated policy (NALC 2019).
It was resolved to order replacement defibrillator electrodes, it was noted that these were approximately £100.00.
9.3. Village Road
It was noted that the road through the village has the official name of ‘C2010 Abbots Morton Road’ in Worcestershire County Council’s Street Gazetteer.
9.4. Councillor Training
The training sessions offered by Worcestershire CALC was noted. Karen Brighton and Martin Willingale would endeavour to attend the training session at Church Lench Village Hall.
9.5. Bridleway AM-511 / AM-512
It was noted that some parts of this bridleway were so overgrown as to be unpassable; the County Council had agreed to review the route with a view to undertaking clearance work over the winter period.
10.1. Budget expenditure
It was resolved to approve the budget expenditure.
10.2. Bank reconciliation
It was resolved to approve the bank reconciliation.
10.3. Bank mandate
It was confirmed that the bank mandate paperwork had been accepted and that Nick Humpries, Karen Brighton, Richard Whitlow and Martin Willingale were now signatories.
10.4.1. David Hunter-Miller (salary and expenses): £410.97

10.4.3. Luke Farnsworth (Lengthsman): £200.00
10.4.4. Abbots Morton Village Hall (grant towards Wi-Fi installation): £200.00
It was resolved to settle the above invoices and cheques were duly signed.
11. Councillors’ reports and items for the next agenda
It was resolved to formally thank the two residents who had assisted with repairing and maintaining the village planters.
